The Illinois Foster Parents Association strongly opposes the effort of Daniela Kirchner, “Baby Richard’s” biological mother, to retract her decision to give up parental rights to the child and give consent to have him adopted.
As the Department of Children and Family Services argues, if her petition is approved, the integrity of all adoptions would be jeopardized and the decision would cast a pall over all future adoptions. Adoptive parents would never know when the biological parents might change their mind and demand to have their children back.
Since a great number of adoptions of DCFS wards are by foster parents who have the children in their families for years and have established strong bonds of love with them, we urge the rejection of Kirchner’s petition.
