Have you ever tried to throw a wrapper away along Ontario, Ohio, Wells or Superior Streets? Look around there and many other streets; except for the privately owned trash receptacles by restaurants, there aren’t any.
I used to call the Department of Streets and Sanitation to request garbage bins on West Ontario and North Franklin Streets. They would show up for a few weeks, always fill quickly, always be collected, and then they’d vanish. Clearly not an item worth stealing.
You can notice a pattern everywhere–where’s there’s litter, there are no city garbage bins. It’s obvious that additional bins add to pickup schedules. We need not blame the citizenry for littering when there is no receiving end.
