Federal employees will be free to express their faith at work in ways that include wearing religious jewelry and discussing their beliefs under guidelines issued by President Clinton Thursday. “Religious freedom is at the heart of what it means to be an American,” Clinton told a gathering of religious leaders. “These guidelines will ensure that federal employees and employers will respect the rights of those who engage in religious speech, as well as those who do not.” The guidelines apply to all civilian, executive branch agencies. They do not apply to uniformed military personnel. Representatives from the National Council of Churches, the Center for Law and Religious Freedom, People for the American Way and the American Jewish Congress attended Thursday’s ceremony.
