Toby Rockwell, of Skokie, a Chicago Public Schools teacher and librarian for 29 years, died Thursday in Weiss Memorial Hospital in Chicago. Mrs. Rockwell, a native of Clearfield, Pa., was most recently a librarian at Mozart Elementary School. Previously, she was a librarian at Medill Upper Grade Center and a teacher at Gale Elementary School. Survivors include her husband, Martin; a daughter, Debra; and a sister. Services will be at noon Sunday in Weinstein Family Services Wilmette Chapel, 111 Skokie Boulevard, Wilmette.
