Regarding your Sept 18 editorial “A potential step back on AIDS”:
The editorial advocated federal funding for needle-exchange programs but should have included other preventive measures–e.g., mandatory confidential reporting of AIDS cases to state health agencies.
Any federal needle-exchange program should be combined with a law making it a felony to share needles. We must stop drug abuse and the spread of AIDS.
