American Airlines, its pilots and flight attendants asked the Federal Aviation Administration to establish uniform rules allowing a two-bag carry-on limit for domestic airlines. The request came a week after Elk Grove Township-based United Airlines said it will begin testing on Dec. 1 a program that limits passengers buying the cheapest tickets to one carry-on bag.
