A paving contractor has been charged with misappropriating more than $600,000 from Wisconsin highway projects done jointly with a construction firm.

Henry J. Bowles appeared last week in Milwaukee County Circuit Court, where he pleaded not guilty to five counts of felony theft and was released on a $50,000 signature bond.

Bowles, of Germantown, is charged with siphoning off about $616,000 from five highway projects his firm, Lakeside Pavers Inc., completed as joint ventures with Payne & Dolan Inc., a Waukesha-based construction firm.
