I agree with your Nov. 26 editorial “Mas Canosa’s failed legacy.” For far too long, United States foreign policy has been dictated by a minority of American citizens who fled Cuba alongside the corrupt dictator Fulgencio Batista in late 1958.

The editorial correctly points out that the U.S. embargo has done nothing but cause suffering and resentment among Cuba’s citizenry. Fidel Castro’s fears of another American invasion have been fed by the rhetoric of Jorge Mas Canosa and the Cuban American Foundation.

If Washington truly wishes to see more democracy in Cuba, a dramatic change is needed in the stale Cold War policy. A serious dialogue at the highest level must be opened between the two governments.

Castro has outlasted eight U.S. presidents. Now he has outlasted Mas Canosa. Let us hope we will not have to wait for the passing of Sen. Jesse Helms before this change in policy occurs.
