Reversing a policy forged amid controversy, the Democratic National Committee on Saturday lifted its ban on accepting money from non-citizens who live in the United States and who are allowed by law to donate.

The action came a year after the party sought to curb scrutiny into its fundraising practices by capping donations at $100,000, barring contributions from U.S. subsidiaries of foreign businesses and forbidding donations from legal permanent residents.

Starved for cash, the party lifted the $100,000 ban late last year. The ban on donations from subsidiaries with foreign ties is still in effectbut is likely to be repealed later, Democratic officials said.

Foreigners may not donate to U.S. elections, but green card holders with permanent residency may do so. Democrats say it is wrong to deny taxpaying future citizens the right to contribute to the political system.
