The Philippines is negotiating with the International Monetary Fund and others for up to $5 billion in credit, the government said today — even though its economy remains among the soundest in troubled Southeast Asia. President Fidel Ramos said he is seeking standby funds of at least $2.7 billion from the IMF. The credit, Ramos said, is “just a precautionary thing” in Southeast Asia’s crisis.
