An effort to have thousands of youngsters start kindergarten a year early collapsed Thursday over confusion about costs and how to make the change work.

“Many people did not feel comfortable voting on it until we clarify the confusion,” said state Sen. Teresa Lubbers (R-Indianapolis).

The change was sought by Suellen Reed, state superintendent of public instruction, who said research indicates a child’s earlier years are crucial to intellectual development.

The measure was pulled from the Senate Finance Committee agenda and will be relegated to a summer legislative study committee.

Currently, children who haven’t passed their 5th birthday by June 1 must wait until the next year to begin kindergarten.
