John C. McDougall, 89, of Arlington Heights was a retired associate director for program services at the Institute of Child Health and Human Development for the National Institutes of Health in Bethesda, Md. Mr. McDougall died Wednesday in Northwest Community Hospital, Arlington Heights. He was a World War II Army veteran, serving as a captain in Washington. Mr. McDougall continued his government service at the National Institutes of Health and retired in 1973 after 35 years. Earlier, Mr. McDougall was a newspaper photographer in Minneapolis; taught high school English and journalism in St. Cloud, Minn.; and taught at a school for the deaf. “My dad was liked and respected by many people of all different backgrounds and heritages,” said his daughter Ellen Pecson. She said he was always interested in learning new things. “He spent the last year of his life e-mailing his grandchildren,” she said. Other survivors include his wife of 54 years, Margaret; another daughter, Carol Bergenstal; a son, Duncan; and seven grandchildren. Services will be at 11 a.m. Saturday in the Congregational United Church of Christ, 1001 W. Kirchoff Rd., Arlington Heights.
