Mike van Diem, the Dutch director of “Character,” which won the Oscar for best foreign film last month, has captured the top prize at the Paris festival. “Character” was also honored at the action-film festival in Valenciennes, France, where the grand prize was won by “Knockin’ on Heaven’s Door” by the German director Thomas Jahn.
