GATX Corp., Chicago, abandoned its long-running plans to build a 128-mile underground pipeline in southwest Florida because of rising construction costs and a shift in market demand. GATX Terminal Corp., its oil-storage and transportation subsidiary, said the pipeline would no longer be profitable.
