I think the State of Illinois and the federal government should use part of their budget surpluses to speed up their work on the “millennium bug,” or year 2000 problem. At the end of 1999, and even during next year, computers and information systems operated by the state and federal governments will begin failing. It’s a deadline that even an act of Congress can’t change.

U.S. Rep. Steve Horn (R-Calif.) has been “grading” federal agencies on their preparations, and the grades are not good. Likewise, state agencies are not doing enough to prepare for the year 2000.

These are true once-in-a-lifetime events–a budget surplus and a critical problem–and we should take advantage of the opportunity we have before us.
