Lacking the commercial zing of some other summer-soundtrack artist rosters, “X-Files” makes do with mostly second-tier acts. The strongest tune (“Hunter”) is recycled from Bjork’s 1997 album, and only Soul Coughing’s “16 Horses” approximates the disorienting allure of an “X-Files” episode. Filter crushes whatever poignance Harry Nilsson’s “One” once had, Oasis’ Noel Gallagher sleepwalks through a turgid techno instrumental and anonymous rock bands such as Tonic and Better Than Ezra remain that way. Heck, even the ubiquitous Puff Daddy decided to sit this one out.
