Charles D. Tower, 70, a retired head of the traffic engineering division of the Cook County Highway Department, died Saturday in his Oak Brook home. Born in Milwaukee, Mr. Tower previously lived in Elmhurst for 41 years. He graduated in 1951 with a degree in civil engineering from Northwestern University in Evanston and served with the Medical Corps in the Army during World War II. He retired in 1993. Mr. Tower was a member of the American Society of Professional Engineers. He also was a member of Toastmasters and was an elder and choir member of Elmhurst Presbyterian Church. Survivors include his wife, Edith; a son, Craig; and four grandchildren. Services will be at 10:30 a.m. Tuesday in Elmhurst Presbyterian Church, 367 Spring Rd., Elmhurst.
