Richard A. Lawrence, 39, of 601 Campbell St. was charged Tuesday with resisting arrest, disorderly conduct and having liquor on a public way after he allegedly made offensive gestures at two officers patrolling in the area of Washington Street and Hunter Avenue, police said. He was released on his recognizance.
