Pat Quinn was just shown on the TV news stating that Commonwealth Edison should be severely penalized if there are “rolling blackouts.” Isn’t it time for him and his friends at the Citizens Utility Board to stand up and admit their part in the potential blackouts?

For years they have opposed and fought, often in court, rate increases intended to provide more generating capacity. By setting low rates representing short-term gains against long-term capacity needs, they have contributed to the current “crisis.”

I, for one, intend to give them full credit for this, as well as for any rate savings they may have gained.
