The Tribune editorial of July 16 “Exporting democracy to Cuba” implies that an influx of American tourists (“emissaries from the good life”) into Cuba will lead to democratic change.

Have our close ties to China and tourism improved human rights in China?

Large numbers of Canadian and European tourists have not made life any better for the average Cuban. Cubans are not allowed access to the hotels, beaches, restaurants and hospitals that cash-carrying tourists frequent. Cubans are well aware that life is better on the outside.

It is their repressive leaders who benefit from tourism yet keep the people isolated and impoverished.
