Up to a foot of rain sent runoff pouring into buildings and basements throughout Sheboygan on Thursday, forcing the evacuation of an apartment complex and collapsing some dwellings.

“In 25 years, I’ve never experienced anything like it,” said police Capt. David Adams as he reviewed a list of problems caused by an overnight deluge that intensified Thursday morning in this eastern Wisconsin city of about 50,000.

The official rainfall estimate was 10.7 inches for the 24-hour period that ended at noon.

Authorities evacuated much of the Foxcroft Apartments, a 200-unit complex on the city’s southwest side, after water inundated the downstairs portions of some buildings.
