Officials estimate that nearly 400,000 people will be in the city of Lorient in the French region of Brittany to hear oddities like techno-bagpipes at the 28th InterCeltic Festival. Among the musicians leading the bill at the festival, which promises to unite more than 4,500 artists, will be Alan Stivell, whose works fuse Celtic, rock and techno music, including those bagpipes; Dan Ar Braz, who routinely performs with a backup band of 60, and the jazz violinist Didier Lockwood. The festival began Friday and runs through Aug. 16.
