The federal Surface Transportation Board rejected pleas by Canadian National Railway Co. and Illinois Central Corp. to speed consideration of the planned merger of the railroads they operate. Instead, the board, the successor to the Interstate Commerce Commission, said it won’t vote on the proposed merger until March 15, more than a year after the merger was first proposed.
