After special police forces and army troops failed to stem growing crime, Mexico decided Wednesday to attack from another direction, hitting at police corruption and soft sentencing.
The eight-point reform plan, is the latest initiative aimed at halting a four-year crime wave. President Ernesto Zedillo said he hopes to imitate programs such as New York City’s zero-tolerance policy.
Zedillo said that he will propose denying parole to those convicted of serious crimes, making prison sentences consecutive instead of concurrent, imposing stricter penalties for white-collar crimes and strengthening victims’ rights.
The program aims to weed out corrupt officers while improving police training and pay.
