The Carol Stream Plan Commission has given the go-ahead to a plan to develop 42 acres of unincorporated land into a 250-unit senior housing complex, 113 townhouses and a strip mall.

Pasquinelli Inc. is proposing to build up the area around Army Trail and Kuhn Roads as a planned unit development and then ask that the site be annexed into Carol Stream.

Carol Stream trustees will hear about the idea at their next regular meeting, scheduled for 8 p.m. Monday at Village Hall. If trustees approve the idea, development of the project will continue and could come before the Plan Commission for more discussions as early as spring.

As envisioned, a 10-acre complex would be built for independent seniors and include a dining facility, workout room and outdoor swimming pool.

About 3.5 acres at Army Trail and Kuhn would be developed for retail space. Another 19.2 acres would be set aside for townhouses. The remaining 6 acres would be used for storm-water detention.

Pasquinelli’s project would become the second senior housing complex in Carol Stream. Windsor Park Manor, on North Avenue just west of Gary Avenue, a combination nursing home, assisted-living and independent-living facility for seniors, was opened a decade ago.
