I’d like to thank Will County State’s Atty. Jim Glasgow for writing and Sen. Larry Walsh (D-Joliet) for introducing important legislation to amend Illinois’ Humane Care for Animals Act to make it a felony, instead of a misdemeanor, to torture animals (Metro, March 14), and most significantly for including the requirement of psychiatric evaluation of those who are convicted of this heinous crime. I urge the Illinois House, Senate and Gov. George Ryan to approve and sign this long-overdue amendment to help give a voice to those poor animals who can’t speak for themselves.
