Why should the wishes of half the electorate be ignored just because they didn’t bother to go out and vote? We could use statistical sampling techniques to correct the actual vote count in elections. Then award the victory to the candidate who would have gotten the most votes, if everyone had voted. The result would be a more perfect form of democracy, in which the choices of the entire electorate would be reflected in every election!

A nutty idea? Of course it is, but no more nutty than using statistical sampling to “correct” the actual head count in the census.
