It’s funny to see free-market warrior Steve Chapman praising Marxist Kerala, the Indian state with low population growth rates (Commentary, Sept. 26). Kerala achieved low-population growth through a program of socialized education and health care, which brought literacy and low-mortality rates rivaling the developed world’s. Low fertility rates followed literacy and low mortality, as they usually do. It makes you wonder if free markets are really the best answer everywhere.
