One of the easiest ways to curtail racial profiling while documenting the practice would be to require police officers to keep a contact list including the name, race and reason for stopping any individual not given a citation. Also individuals stopped but not cited should be given a receipt as proof of the contact. Audit trails keep people more honest about their behavior.
