Susan Maas of Lincolnshire said, “I think it should be the responsibility of the individual citizen” to keep shopping carts in the lot (“Taking aim at stray carts,” Page 1, June 5). Well, as we all see–it is not. Why not adopt a system that is already working in almost all European countries? Every shopping cart available for customer use is connected with the preceding cart by a rod on a chain that releases the cart after a customer inserts a coin. Every shopper is inclined to return the cart to the main row in front the store to retrieve the coin.
