On Wednesday, Jonathan Brian Lumpkins, 23, of the 15700 block of Independence Court, Oak Forest, was charged with possession of cannabis and possession of drug paraphernalia after police questioned him and a juvenile who were sitting in a car in a parking lot in the 5200 block of West 159th Street.
