Although helping poor people pay high gas bills is a worthwhile short-term project, it doesn’t address the causes of the problem. If someone is paying almost $1,000 per month for gas, it is very likely that this person’s house isn’t well insulated or has an old furnace. Money spent caulking and sealing, adding insulation or maintaining (or replacing) the furnace means that this person will use less gas and, therefore, have much smaller gas bills.

This will also reduce overall demand; if enough people focus on conservation, prices will go down. A few bucks spent upgrading a drafty house will make a much bigger difference both short-term and long-term than simply giving the occupant some money to tide him over ’til next month.
