Citing the monthlong effects of severe winter storms, Gov. George Ryan declared the entire state a disaster area Monday. “These winter storms caused extensive road closures, jeopardized the health and safety of the public and exhausted the snow removal resources in some parts of the state,” the governor said in a statement. Ryan said his move enables the state to seek a federal snow emergency declaration for counties that experienced record or near-record snowfall last month. It would also cover any impact from additional weather that could occur through January. If the federal government responds favorably, it would result in government units being reimbursed 75 percent for the costs associated with snow removal, de-icing, salting and sanding roads. The Illinois Emergency Management Agency is now using National Weather Service data to determine which counties might qualify for the help. Ryan also said he is making arrangements to satisfy future demand for salt this winter.
