Regarding the proposal cosponsored by some aldermen about penalties for not shoveling sidewalks, I would recommend that they go one step further–penalize car owners who do not plow out their cars within 48 hours of a snowfall. If every car owner would shovel out his car, every side street in the city would be plowed out in two hours. If the owner is elderly or ill, then he would have the responsibility to have it done, just like everything else that needs to be done.
