The city should prohibit truck deliveries during rush hours–a beginning solution to the traffic problem in the Loop. It would also help as far north as Division Street.
Try driving down Division anytime between 8:30 a.m. and 10 a.m. and dodging around the huge beer delivery trucks unloading from the traffic side. Deliveries can be made during the night, with provision for emergency rush deliveries mid-day. This would force businesses to be staffed at night to accept deliveries, but how many would be inconvenienced versus the current impassable streets? Plus how much will business improve when customers can get to the business?
