Gov. George Ryan’s recent denials of any knowledge of the licenses-for-bribes scandal during his tenure as secretary of state can lead to only two conclusions–either he is a liar and he did know of the scheme, or he is an incompetent administrator. What other explanation can there be for not being aware of such widespread corruption in his department? Ryan should resign immediately.
