Newspapers and advertisers will need a $25 permit from the city to offer papers in uniform dispensing devices in the central business district.
The Illinois Press Association and area newspapers worked with the city on the ordinance. Space will be given on a first-come, first-served basis to applicants wanting to display publications. Unauthorized dispensing devices will be removed.
