When did the secretary of state’s office decide drivers no longer need to know hand turn-signals, familiarity with which was once mandatory to obtain a license?

Just because turn signals and brake lights are standard equipment doesn’t mean they work 100 percent of the time. When they don’t, drivers can’t signal their intentions if they don’t know the drill: with window down, left arm fully extended leftward for a left turn; left forearm aimed skyward, bent at the elbow, for a right turn; left arm dangling toward the ground to say “slow down.”

More and more drivers cruise along with left arm hanging, unknowingly signaling for a slow-down, confusing the drivers following behind who can’t tell that the signal is false.
