In a Sept. 13 commentary, professor Barry Kellman suggests that “a national commitment to address the suffering of other people could generate sources of intelligence that could help reveal such plots” as the one on Sept. 11.

No other country in history has sacrificed more men and material to relieve the suffering of others than the United States.
