Questions have been raised as to how our intelligence couldn’t have had some warning, given the complexity and scope of the Sept. 11 attacks. An explanation that keeps surfacing is that the terrorist groups work in small “cells” so that few know what the others are doing. The only way to effectively protect ourselves is to focus on the mastermind or leaders with targeted anti-terrorist action.
Sounds awfully familiar. Maybe criticizing Israel for its approach to terrorism was wrong after all.
