No amount of incentives to businesses is going to make the public spend if businesses are not made to retain or hire personnel.
The public is afraid to spend because people believe their jobs, if not already lost, are not secure.
I did suggest that they make any airline bailout dependent on airlines not furloughing or cutting personnel.
They didn’t listen.
