Here is a suggestion to discourage the hoarding of telephone numbers that is causing the need for new telephone area codes and 11-digit dialing for some customers. Let the state tax telecom firms a modest fee (something like 50 cents per month) for each number that the companies hold, regardless of whether that line is in use. An additional restriction would be to allow only 50 cents to be passed on to each customer so that they are not subsidizing the practice of hoarding numbers. This should free up enough numbers to eliminate the need for overlay area codes.
