For the first quarter of 2002, murder is down in New York by 36 percent over the same period last year. Despite promises to “do whatever it takes,” murder rates in Chicago are up once again, and we may soon have a lock on the dubious title of Murder Capital. And more good news for the criminals: We are still solving only 50 percent or less of the killings.
