George Bush refuses to lift the embargo against Cuba until Fidel Castro meets his demands for democratic and economic change (Page 1, May 21).

Castro might well make a counter-demand:

He could refuse to let American companies do business in Cuba until the United States provides its own people with a system of high-quality, affordable, equitably financed health care for all.
