Plans for rezoning 1.4 acres to develop a four-home subdivision next to Pottawatomie Golf Course drew heated opposition from St. Charles residents and the Park District at a hearing last month.
Key sticking points were the size of the homes compared with the size of lots and control of storm-water drainage.
The property, at 911 N. 3rd Ave., is across the street from the Delnor senior living center and next to the golf course.
Developers Gregory Stys and Michael-Dean Cherneyko want to build 2,400- to 3,000-square-foot, three- and four-bedroom houses that will sell for more than $400,000. That price drew questions from commissioners who thought the price range would fall in the “affordable” category.
They also said a planned detention pond would lower storm-water release rates in the open area.
Jim Saloga, representing the developers, noted the neighborhood has both R-1 and R-2 zoning and that changing the property to R-2 would conform with the area’s modest-to-upscale single-family homes.
Resident Allen Scales doubted the developers’ theory that the subdivision would be a good fit between existing neighborhoods. He said the homes being planned were too large for a four-lot subdivision.
Robin Nelson submitted a petition signed by 102 residents opposing the proposal, and a number of residents wrote letters saying the developers’ plans would alter the character of the neighborhood.
Jim Breen, Park District director, questioned the developers’ storm-water control claims and urged the commission not to approve the development.
