The Planning and Zoning Commission voted Wednesday to recommend that trustees give St. Charles School District 303 a permit to build an elementary school in the Thornwood subdivision.

The one-story building would have 27 classes for 600 kindergarten to 5th-grade pupils. The building, to be built on 11 acres at McDonald Street and Thornwood Way, would be identical to Bell-Graham Elementary School, which opened in the Fox Mill subdivision in unincorporated St. Charles Township two years ago.

If trustees approve the permit July 1, construction on the $8.5 million school could begin in August and be completed in a year, officials said.

In other action, commission members unanimously recommended approval of a concept plan submitted by the Shanahan Partnership for 53 town homes along the Fox River near La Fox and Sundown Roads.

The project, on 6.3 acres, would have two- and three-bedroom units with one- or two-car garages. The La Fox Hollow town homes would range from 1,400 to 1,800 square feet and cost $170,000 to $190,000, said Andy Shanahan, a co-owner of the development firm.

Earlier this year the commission recommended approval of a concept plan for 148 condominiums in two five-story buildings for the same site. That proposal never progressed beyond the concept stage.
