The inability of the bishops to adopt strong corrective measures for the abuser as well as those who allowed this to happen did nothing to solve the problem. By failing to recognize that they are a big part of the problem, not much will be gained by the rule changes.
The message must be sent strong and clear to the bishops and cardinals that the faithful are not pleased, and the only way I know of is through the collection plate.
