On the lowest of lo-fi recordings, this Athens, Ga., band pointedly ignores the niceties of modern studio technology with its debut record, “Start the Panic.” The five musicians, listed as “party personnel,” advertise their credo on the CD case: “Dance to the sound of right now!” “Right now” is brief–the 11 songs total just 26 minutes, but it’s a 26-minute sonic punch in the head. Every song title carries an exclamation point, and the explosive songs practically demand such billing.
