A proposed resolution opposing war with Iraq sparked impassioned debate in the Los Angeles City Council on Tuesday but fell one vote short of passing. The issue did not die, however. Council members are expected to vote on the matter again at their next meeting on Friday. Chicago has already passed a similar resolution.
