A tobacco farmer who said declining subsidies were forcing him out of business held police at bay Tuesday from his tractor in a pond near Washington’s monuments, authorities said. Streets were closed for blocks, and traffic was snarled for miles since the standoff began Monday. Dwight Watson, 50, of North Carolina claimed to have explosives, police said.
